Pawpoint Weather Service Bulletin
Date: Unknown
At 02:17 local time, every weather station on Pawpoint received the same transmission.
No source.
No callsign.
No carrier frequency.

Just a repeating signal:
"NPZ-3 ACTIVE"
The message repeated every nine minutes.
Then the storm offshore changed course.
Not gradually.
Instantly.
Like something had given it instructions.
At sunrise, Safety Captain Jacques closed the harbor.
By noon, Laizer Beam reported impossible radar returns near the Eye.

At sunset, another message arrived:
"DO NOT APPROACH"
Nobody knows who sent it.
Nobody admits knowing what NPZ-3 is.
But everyone becomes nervous when the name is mentioned.
Especially the cats.
You arrive at the Harbor Authority building just as the emergency meeting begins.

What do you do?
