According to the lore:
A freak chemical storm formed after a containment failure involving experimental BLUE FUEL ENERGY reserves near a freight coastline facility. Within hours, meteorologists began detecting impossible movement inside the tornado itself.
Then the radar picked them up.
Massive felines swimming through the storm like ocean predators.
